what are the three steps?

This is the liquid soap. This is step one. Second step is clarifying lotion. Third step is dramatically different moisturizing lotion. All three are excellent products.

This has come without a pump?

This Clinique facial soap comes with a pump built in. I have had no issues with it. It works well

It doesn’t say it’s oil free but it’s “non-drying” and for skin types dry combination, as in dry around cheeks and oily to normal in the T zone area.
