Is this the old formula which contains tallow?
This 99.9% isn't the tallow original formula for two reasons:
1) The list of ingredients aren't present instead you have the word soap.
2) The price is very low for what the tallow based soap stick would cost.

Few months ago I purchased from the refill, when all the commotion started that Tabac changed their formula, and it was the vegan based soap. Thanks to policy I've returned and received full refund.

Is this the shave stick refill only, or does it include the plastic twist dispenser?
Yes it included the Twist Dispenser when I bought them. I highly recommend this Shave Stick. It lasts a long time and produces a good lather.

How many holes does it drill per hour? According to the blurb above, it's a vanadium steel drill.

I have the stick in plastic container. There is 2.5" of soap left. Some folk say 'twist' others say 'push'. I cannot shift it!

(I'm 82) I have bought from 1 a year since 2017 regularly, and therefore think I have the answer to this question! Gentle to great force is required to PUSH the soap up! So, the end of a broom stick or mop handle is useful to apply gentle and increasing force from the bottom of the stick! Eventually it will either pop out completely or move as much as you want. I generally leave about 1cm clear to use with a soft brush! It is a GREAT product, as is the same brand shower gel! Just fantastic - a little expensive, but you get what you pay for! I love it! Good luck!

Do you just wet it and rub against beard without a brush?
No, after first washing my face with warm, soapy water, I wet the brush and rub it over the shaving cream to produce a lather. I then rub the lathered brush into my beard to soften the hairs, before using a safety razor to shave the face.
